We are looking for Project Manager to implement the project titled ‘Technical Assistance for Kadir Has University Creative Industries Platform’ funded by the EU in compliance with the client and the British Council policies, procedures and project management standards as well as to ensure that the project achieves targets set by the project Terms of References.

Role overview

Managing the project delivery 

  • Supports the development, implementation and reviewing of the project management plans
  • Oversees the process of delivering project products, (outputs) in line with Client requirements, work plans, product descriptions / process guides, agreed timelines, quality standards, etc.
  • Supports Team Leader in development of project monthly and six-monthly reports
  • Monitors project progress against set deadlines, deliverables and work plan objectives (regular meetings with TL and other experts, on the spot checks, etc.)
  • Manages and report on project risks, issues and changes
  • Supports client/beneficiary relationship management
  • Manages the delivery partners and suppliers
  • Ensures compliance with the client contract and BC corporate policies
  • Monitors the compliance with EU Communication and Visibility Guidelines
  • Ensures that all project documentation is stored at dedicated project shared folder
  • Supports Team Leader in all aspects of project delivery as required
  • Reports on all aspects of project implementation to the Project Director on a monthly basis 

Managing the project human resources

  • Supports the recruitment and selection of non-key experts in coordination with project Team Leader
  • Negotiates fees and prepare draft contracts for NKEs
  • Prepares and submits request for NKEs approval to the Contracting Authority
  • Manages office support staff (Project Coordinator and Finance Manager)
  • Ensures the contractual obligations of experts are met (track days planned/recorded for the project against time paid for by the client and report variance; track agreed outputs, payments to experts, etc.)
  • Reviews expert’s time sheets for accuracy

Managing the project budget and ensuring financial compliance

  • Plans, forecasts and monitors income and expenditure
  • Undertakes monthly internal checks; identify and report variances to plan
  • Manages and report on client contract finance
  • Under the supervision of the British Council Project Finance Specialist manages the payments of delivery partners/suppliers in line with the partner/supplier contract
  • Conducts and oversees project secondary procurement in line with the Client procurement policies and/or British Council procurement policies, whichever stricter
  • Makes sure all project documentation is stored to facilitate easy project audits by both external and internal auditor
  • Liaises with Financial Auditors regarding Expenditure Verification and preparation of client financial reports with support from British Council Project Finance Specialist

Managing delivery of logistical support 

Manage and oversee the provision of logistical support required for successful project implementation including but not limited to travel costs, subsistence allowances, participation fees, visa services, travel insurance of the participants for. activities envisaged in the project ToRs (e.g. are organisation of study visits, networking events (festival/fair/exhibition, training events, meetings and workshops, etc.)

Knowledge and Experience 


Education

Academic background with a Bachelor or/and a Master's degree, preferably in Organisational Sciences, Economics, Business or European studies.


Essential
 

  • At least 5 years of project management experience in similar projects funded by the EU or International Organisations
  • Minimum 2 years of working experience in managing EU funded projects  in particular service contracts
  • In depth knowledge of Practical Guide to contract procedures for EU external actions (PRAG)
  • Sound financial management experience
  • Experience of client management, partner management and contract management
  • Experience of managing a wide range of stakeholders (Clients, partners, beneficiaries). 
  • Understanding of MEL principles
  • Written and verbal proficiency in English and Turkish language

Desirable 

  • Experience of working in the film industry, creative industries and/or the creative economy
  • Foundation level Project Management qualification (in-house training or evidence of CPD in this area could be considered)
